INTRODUCTION (Preview)
1.1 Background of the Study
Information and Communication Technology (ICT) has emerged as a key enabler of government administrative reform globally, changing the way public institutions coordinate their activities, manage information and provide public service. The increasing use of digital tools in public administration is a sign of a shift from traditional, bureaucratic methods of governance to more technology-driven and efficient approaches focused on evidence-based decision making, responsiveness, and transparency. Milakovich (2021) defined digital governance as a strategic shift in public governance, in which ICT can enable seamless interactions across government institutions and stakeholders via integrated digital platforms. Likewise, Belyakova (2021) argues that digital transformation has led to the reconfiguration of administration practices, with a focus on automation, institutional coordination and data-driven governance. Building on this, Singh (2023) suggests that e-governance has emerged as a vital tool for enhancing administrative efficiency, facilitating effective information management, and communication within organizations. Similarly, Kadewandana and Kaligis (2024) highlight the role of ICT as the backbone of sustainable e-government efforts, encompassing digital communication systems, information management tools, and cutting-edge administrative technologies that enhance institutional effectiveness.
In addition to this global shift, ICT now plays a greater role in enhancing the internal administration of government ministries, especially in areas of record management, organizational communication and knowledge sharing. Integrated electronic records management (ERM) is slowly and steadily replacing the traditional reliance on manual documentation, resulting in improved information storage, retrieval, security, and accessibility. Enebeli (2024) states that the integration of ICT in office administration has played a major role in boosting documentation by minimizing administrative red tape and making organizational documents more accessible and accurate. In another study, Kajuju et al. (2022) show how the use of ICT in the management of diplomatic records can significantly impact the efficiency of operations in the management of the records, with the advantage of faster retrieval of documents, good preservation of institutional records and accountability. Maulidah et al. (2024) argue that office administration nowadays has been shifting to the use of digital technologies to coordinate office activities and for the effective management of institutional information. Moreover, Yao (2024) argues that digital government information platforms play a pivotal role in enhancing administrative coordination, enabling secure information sharing and institutional knowledge management between government agencies.
Moreover, the growing use of the ICT has also substantially changed the way how public institutions communicate and make administrative decisions. Ministries and Departments are steadily using digital communication channels, enterprise information systems and collaborative technologies to enable real-time interaction between departments and minimize delays in communication, leading to better coordination within institutions. Digital communication technologies have enhanced the administrative communication by facilitating real-time information sharing, collaborative decision-making, and better coordination between government officials as reported by Onajite Bridget et al. (2024). In line with this, Sopamena (2024) posits that digital innovation makes organizations more responsive as it allows them to process administrative information quickly and assists managers in their decision-making process. Similarly, Mkrtchyan and Melkumyan (2023) argue that digital transformation sets the groundwork for evidence-based governance by integrating information systems that aid in policy execution and strategic planning. Similarly, Verbovskyi and Matvieiev (2025) argue that effective digitalization leads to administrative efficiency, with increased efficiency in decision-making in public institutions in terms of speed, accuracy and quality, and enhanced institutional performance.
Thus the impact of ICT is not limited to the confines of internal administration but also the wider goal of enhancing public service delivery and the efficiency of operations in government ministries. The use of digital technologies has been increasingly acknowledged as a way to provide citizens with services that are citizen-centric, automated, based on electronic transactions, integrated databases, and optimization of processes in public administration. According to Setyawan (2024), digital transformation contributes to the public service delivery in order to make the administration process easier, making services more accessible, and making services more responsive to citizens. Likewise, Jehan and Alahakoon (2020) show that digitalisation can be a key factor in enhancing public service outcomes by using public administration more efficiently and by streamlining public service processes. In this regard, Santos and Pessoa (2024) clarify that digital technologies not only enhance the quality of public services but also boost their efficiency by streamlining organizational processes and eliminating redundant administrative steps. In addition, Yesimov (2024) points to international examples of the digitalisation of public services, which show that ICT can improve institutional capacity, effectiveness of operations and more efficient administrative processes across different government institutions.
In the Nigerian public sector, the role of ICT has become more pronounced in recent years as a strategic tool for improving public sector administration in various government ministries, especially in the wake of the continuous modernization programme in the public sector. E-government, e-administration and e-communication have increasingly been adopted by government institutions with a view to facilitate administrative coordination, information management and service delivery. According to Inakefe et al. (2024), the adoption of digital tools in public administration in Nigeria has contributed to improving institutional processes, policy implementation, administrative coordination and service delivery mechanisms. Likewise, Okeke and Anaekwe (2025) asserts that e-administration has made positive impact on employee service delivery in selected government ministries via enhanced administrative practices and technology-supported services. Supporting this, Anaekwe et al. (2025) contend that digital tools have boosted service delivery efficiency by facilitating quicker administration and increasing institutional productivity. In this regard, the growing focus on ICT based governance offers an important lens through which to view the use of digital technologies by government ministries to streamline record management, aid communication, enhance administration decision making and improve overall operational efficiency within the selected case study.
1.2 Statement of the Problem
All government ministries should have a high degree of administrative efficiency, which includes keeping appropriate records, communicating promptly and effectively, informing decision making, and providing quality public services through appropriate use of Information and Communication Technology (ICT). Ideally, ICT should offer integrated digital platforms which would enable seamless management of information, facilitate collaboration within public institutions, speed up administrative decision making, and increase the efficiency of public institutions' operations. As outlined by Milakovich (2021), digital governance can lead to more efficient administration through technology-driven institutional procedures, whereas Belyakova (2021) argues that digital transformation helps to enhance the coordination and organizational effectiveness of public administration. Likewise, Setyawan (2024) states that the application of digital technology in public service provision has the potential to help streamline administrative procedures, while Kadewandana and Kaligis (2024) explain that ICT is an important building block for sustainable e-government and efficient public administration. But the actual attainment of these anticipated benefits is not even in all government ministries, with variations in the use of ICTs still affecting the management of records, communication among ministries, administrative decision making and service delivery (Okeke et al., 2025; Sharmin et al., 2025). The inconsistencies have an impact on institutional productivity, quality of administrative processes, and ability of ministries to operate at optimum efficiency.
The various dimensions of ICT and digital governance have been investigated in existing empirical studies, each from a different angle. For example, Enebeli (2024) concentrated on the use of ICT in general office administration, and Kajuju et al. (2022) looked into the adoption of ICT in diplomatic records management. Also, Onajite Bridget et al (2024) explored the use of Digital Communication Technologies in Public Administration, while Anaekwe et al (2025) focused on Digital Tools and Service Delivery Efficiency in Government Ministries. Other articles such as Sopamena (2024), Santos et al. (2024), and Verbovskyi et al. (2025) discussed more general challenges related to digital transformation and public administration effectiveness. Whilst these studies offer valuable insights, they mostly explored the variables individually and/or focused on digital governance in general, with limited comprehensive evaluation of the impact of ICT on effective record management, communication and information sharing, administrative decision making and service delivery in government ministries. This results in a gap in the context and in the empirical understanding of the use of ICT in improving administration. Based on this, the present study aims to address this void by taking a holistic approach towards the same, by studying all these interrelated aspects together in a single research framework being the role of ICT in improving the administrative efficiency in Government ministries.
