ABSTRACT
This study was carried out to examine e-governance and service delivery in Nigeria using the Anambra State Civil Service Commission as a case study. The study was specifically carried out to examine the extent of adoption of e-governance in the Anambra State Civil Service Commission, assess the effect of e-governance on the efficiency of service delivery in the Anambra State Civil Service Commission, determine the influence of e-governance on accountability in the operations of the Anambra State Civil Service Commission, and identify the challenges affecting the implementation of e-governance in the Anambra State Civil Service Commission. The study employed the descriptive survey research design. The study population comprised 2,300 employees of the Anambra State Civil Service Commission, while a total of 341 respondents were selected as sample size using the Taro Yamane formula. Out of the 341 questionnaires distributed, 324 were returned and 324 were validated for analysis. The questionnaire was used for data collection, while the data collected were analyzed using frequency tables, mean scores, standard deviation, and simple linear regression analysis with the aid of SPSS version 25. From the responses obtained and analyzed, the findings revealed that e-governance has been substantially adopted in the Anambra State Civil Service Commission, as all the indicators of adoption recorded mean scores above the benchmark mean of 3.00. The study also showed that e-governance has a significant positive effect on the efficiency of service delivery at β = 0.768, R² = 0.590, P = .000. Likewise, e-governance was found to have a significant positive influence on accountability in the operations of the Anambra State Civil Service Commission at β = 0.781, R² = 0.610, P = .000. Furthermore, the study revealed that inadequate ICT infrastructure, unstable power supply, insufficient funding, limited ICT skills among employees, resistance to organizational change, and cybersecurity concerns are major challenges affecting the implementation of e-governance in the Anambra State Civil Service Commission. The study concluded that e-governance has been substantially adopted in the Anambra State Civil Service Commission and has significantly improved service delivery efficiency and accountability in its operations. The study therefore recommends that the Anambra State Civil Service Commission should strengthen the adoption and utilization of e-governance technologies across all departments, provide adequate funding and technological infrastructure for digital governance initiatives, organize regular ICT training programmes for employees, and establish robust cybersecurity mechanisms to enhance accountability and safeguard digital records.

CHAPTER ONE
INTRODUCTION (Preview)
1.1 Background of the Study
Technological progress, administrative reforms and the growing need for efficient governance structures in various geopolitical contexts have always had an impact on the evolution of public administration. Administrative systems were inefficient, with a lot of manual records, and a hierarchical bureaucratic process that was slow to execute services and lacked transparency. As information and communication technologies emerged, governments started to use digital tools to enhance the performance of government and its responsiveness. Gadzama et al. (2021) reports that deployment of ICT has been a tool for restructuring governance and enhancing public sector efficiency. In the same vein, Ofoma (2021) pointed out that the architecture of the service in public institutions has been changed by digitalization, which facilitates the speedy interaction between government and citizens. These developments can be used to explore the on-going process of administrative modernization across the world and the impact of administrative modernization on the way services are delivered in today's governance.
In the wake of this transformation, the electronic governance has been one of the important aspects in the public sector reform for improving the administrative efficiency and institutional coordination. E-governance involves the use of digital platforms, automated systems, and integrated databases, which enable the provision of services in a seamless manner between government agencies. Inakefe et al. (2023) found that digital governance frameworks have a great impact on the responsiveness of institutions and minimizing administrative delays in civil service institutions. Nwosu et al. (2024) also noted that digital transformation brings about better workflow automation and data-driven decision-making in public institutions. Ayesha et al. (2025) also pointed out in a related perspective that e-government system implementation brings about structural changes, which redefine the processes of service provision and institutional communication. All these events underline the transformative role of digital governance tools in administrative processes and the new benchmark for service efficiency in public bodies.
As far as service delivery efficiency is concerned, digital governance systems have proven to be a game-changer in terms of the speed, accuracy, and accessibility of public services. Electronic platforms help civil servants to process information more efficiently, and to minimize dependence on paper-based processes. Tom et al. (2024) found that e-governance tools integration in civil services' operations has a great impact on increasing productivity and decreasing turnaround time in service delivery. The same way, Muhammadu and Abdullahi (2025) found that digital governance helps in coordination among administrative units resulting in more streamlined service outcomes. Archibong and Nwamaka (2025) also noted that e-governance can help to promote transparency and ensure that processes are carried out in a consistent and standardized way. The contributions show that digital transformation is a key factor in the way public services are performed, measured and provided within government institutions.
The implementation of e-governance in the civil service system has become a growing concern in the context of Nigeria as governments strive to modernise administrative systems and enhance institutional performance. In some states like Anambra, civil service commissions have increasingly adopted digital technology in their recruitment, record keeping and service monitoring. Digital governance reforms have remarkably transformed the way public services are delivered in Nigerian states as it has enhanced institutional coordination and responsiveness to service needs, according to Abodunrin and Amodu (2025). Edobor and Ajisebiyawo (2025) noted that e-governance adoption improves the efficiency of administration and improves accountability mechanisms in public institutions. Omotayo et al. (2025) also pointed out that structured digital systems help in enhancing the accessibility of services and institutional performance outcomes. In this evolving context, the adoption of e-governance by the Anambra State Civil Service Commission (ASCCSC) is a critical case to observe and analyze the impact of e-governance adoption on the efficiency of administration, accountability mechanisms and the overall performance of service delivery.

1.2 Statement of the Problem
With the growing penetration of e-governance into public administration in Nigeria, there are high hopes for efficiency in administration, accountability of institutions and better service delivery in government institutions. The government has implemented various e-governance initiatives, such as e-filing of documents, e-communication, e-performs, and e-service coordination, to eliminate delays in the government and improve the responsiveness of government organizations. Digital governance is a crucial tool for improving the operational efficiency in Nigeria's public sector as noted by Muhammadu and Abdullahi (2025). Likewise, Omotayo et al. (2025) argued that e-governance has the potential to enhance the delivery of services because of its ability to coordinate services electronically and have streamlined administrative procedures. However, how far these aspirations have been realised in terms of actual administrative results in many states' civil service organisations is still unclear. While it is now evident that the electronic administrative systems are getting into the public establishments, there is a dearth of empirical evidence on the extent of adoption and functionality of e-governance systems in the Anambra State Civil Service Commission.
Several public service institutions have continued to experience the challenges of procedural delays, inadequate institutional responsiveness and poor administrative coordination, which have continued to raise concerns about the efficacy of the current e-governance structures in Nigeria. Nwokoroeze et al. (2025) noted that the integration of different functions, the adaptability of institutions, and the ongoing use of technology are essential for achieving meaningful service outcomes in public administration during digital transformation. Digital literacy and readiness of organizations are also key factors in effective e-governance adoption in civil service systems, as noted by Inakefe et al. (2023). However, in many governmental agencies, e-governance projects are sometimes parallel with the traditional bureaucratic process, and it is unclear if and how they contribute to improving administrative efficiency and accountability. Archibong and Nwamaka (2025) also added that the effectiveness of digital implementation structures and procedural openness are crucial for transparency in public administration. Hence, it is pertinent to analyse in detail whether e-governance mechanism really improves the effectiveness of administrative operations and accountability in the Anambra State Civil Service Commission or not.
Thus, the need to conduct this study becomes imperative to generate empirical evidence on the operational impact of e-governance in Anambra State Civil Service Commission. Previous studies like Tom et al., (2024), Edobor and Ajisebiyawo, (2025), and Adegoroye et al., (2025a) focused mainly on general public institutions and other state institutions, but there is limited research on e-governance adoption, its efficiency implications, accountability aspects, and implementation issues in the Anambra State Civil Service Commission. It is thus concluded that this study is needed since it attempts to find out the level of e-governance adoption, how effective e-governance is to the efficiency of service delivery, how e-governance contributes to accountability in the administrative operations and the factors that affect the effective implementation of e-governance in the Commission. The study is likely to provide relevant institutional evidence that can help in the modernization of the civil service and enhance electronic governance in Nigeria's current civil service system.
