INTRODUCTION (Preview)
1.1 Background of the Study
Leadership is widely recognized as a fundamental social process through which individuals influence collective efforts to achieve shared goals. It is characterized by the ability to articulate vision, motivate followers, and foster commitment in ways that mobilize collective energy toward productive ends (Northouse, 2021). Leadership extends beyond formal authority, involving relational dynamics where trust, ethical conduct, and transformational influence shape organizational and community outcomes (Avolio & Walumbwa, 2024). This understanding reframes leadership as a process rooted in interpersonal engagement, which cultivates environments that encourage innovation and adaptability (Day & Antonakis, 2021). Through this lens, leadership becomes central to coordinating human resources effectively, harnessing potential, and driving progress in both structured and informal contexts.
The significance of leadership becomes clearer when considering its role in community development, a participatory process focused on improving social and economic conditions within localities. Community development depends on the active engagement of community members who identify challenges and collaborate to implement solutions that foster well-being (Phillips & Pittman, 2022). Its emphasis on empowerment, inclusiveness, and shared responsibility promotes stronger social networks and builds resilience among participants (Minkler & Wallerstein, 2021). Beyond addressing physical infrastructure or economic growth, community development nurtures social cohesion, which is essential for sustainable progress (Chaskin et al., 2023). Effective leadership is crucial in this context as it motivates participation, coordinates resources, and maintains collective focus, illustrating how leadership functions as a necessary catalyst for community-driven transformation.
The intersection between leadership and community development is particularly significant because leadership acts as the driving force that mobilizes community resources and sustains collective action. Leadership in the context of community development transcends traditional hierarchical models and embraces a more decentralized, collaborative, and context-specific approach (Brown & Green, 2024). Such leadership involves facilitating dialogue, nurturing social capital, and enabling community members to take active roles in decision-making processes (Gibson & O’Connor, 2023). Leaders in community development settings therefore operate less as authoritative figures and more as facilitators and catalysts who guide communities toward shared goals (Emerson et al., 2022). This relational form of leadership builds trust, fosters inclusivity, and supports the development of local capacities essential for long-term sustainability (Chaskin et al., 2023). Consequently, understanding leadership in this framework is crucial for appreciating how communities can transform challenges into opportunities for growth and empowerment.
At the local government level, leadership assumes an even more critical role, as these institutions serve as the closest government entities to the people, responsible for delivering essential services and facilitating grassroots development (Kane et al., 2021). Local government leadership shapes policy formulation, resource distribution, and stakeholder engagement, all of which directly impact community development outcomes (Wanjala & Mwangi, 2024). Effective leadership in this setting promotes transparency, accountability, and participatory governance, thereby enhancing the legitimacy and responsiveness of local governments (Oduro & Yeboah, 2023). Furthermore, local leaders often mediate conflicting interests within diverse communities and foster social harmony that underpins cohesive development initiatives (Kane et al., 2021). This pivotal role underscores the importance of examining leadership practices and their influence on the quality and sustainability of community development within local government frameworks.
The Oshodi-Isolo Local Government Area of Lagos State presents a compelling case for studying the dynamics of leadership and community development within a complex urban environment. As a densely populated and commercially vibrant area, Oshodi-Isolo faces unique developmental challenges and opportunities that require innovative and responsive leadership (Adeoye et al., 2022). Between 2019 and 2024, leadership within this local government has been central to coordinating development initiatives, managing infrastructural projects, and addressing socio-economic disparities (Babatunde & Olawale, 2023). The period provides an important timeframe to assess how leadership approaches influence community participation, resource mobilization, and overall development outcomes in an urban Nigerian context characterized by rapid growth and diverse populations. Investigating leadership and community development within Oshodi-Isolo thus offers valuable insights into the practical mechanisms through which local governance can foster sustainable development and improve the livelihoods of residents.
1.2 Statement of the Problem
Leadership and community development are often treated as interdependent constructs, especially within the context of grassroots governance. The scholarly narrative, as observed in emerging studies, has expanded to view leadership not only as a mechanism of administration but as a participatory process integral to inclusive development (Nwakasi, 2021; Ejele, 2023). Similarly, community development is increasingly conceptualized as a multifaceted undertaking driven by citizen engagement, socio-political will, and the interpretative actions of local leaders (Mgbako, 2022). Within this intellectual framework, it becomes essential to explore how leadership mediates development trajectories at the local level, particularly in urban centers facing social and infrastructural pressures. However, the nuanced dynamics between these two concepts demand empirical investigation that transcends theoretical assumptions. Consequently, this study is grounded in the need to understand the specificity of leadership as it is practiced within the real-world administrative boundaries of Oshodi-Isolo Local Government Area, Lagos—an urban microcosm that presents rich terrain for contextualized research.
Despite the theoretical acknowledgment of leadership as a critical lever for community transformation, empirical realities across many local government areas in Nigeria, including Oshodi-Isolo, suggest persistent developmental inertia linked to leadership deficits. Studies on local governance in Lagos reveal recurrent concerns around inconsistent policy implementation, weakened civic trust, and limited participatory governance, which have significant implications for developmental progress (Obieze, 2024; Fadare, 2022). The current situation reveals a disconnect between leadership structures and the actual needs of community members, resulting in a form of administrative insularity that undermines collaborative problem-solving. This falls short of the ideal situation wherein leadership should operate as a participatory and context-sensitive mechanism that is inclusive and transformative. Leadership in this setting appears largely transactional, with development efforts often perceived as isolated projects rather than part of an integrated, people-driven agenda. This discrepancy calls for a deeper investigation into how leadership behaviors, frameworks, and relationships influence the effectiveness of community development efforts in the area.
The core problem this study addresses lies in the underexplored intersection between leadership styles and measurable community development outcomes within the Oshodi-Isolo LGA from 2019 to 2024. Existing literature has predominantly focused on national or state-level leadership, leaving a considerable knowledge gap concerning how leadership at the local level either facilitates or obstructs participatory development (Okoh, 2021; Udenze, 2023). There is limited data capturing how local leaders perceive their developmental roles, engage stakeholders, or respond to context-specific challenges in urban governance. Moreover, very few empirical works have traced the trajectory of leadership practices across a defined temporal frame to assess their impact on developmental indicators such as infrastructure growth, youth engagement, and public service delivery. This absence of longitudinal and locality-specific research hampers the formation of a comprehensive understanding of grassroots governance. Therefore, a contextual analysis of Oshodi-Isolo LGA within the stated timeframe will not only bridge this knowledge gap but also provide an evidence-based appraisal of leadership efficacy at the local level. This study thus aims to investigate leadership and community development a study of Oshodi Isolo Local Government Area of Lagos 2019-2024.
1.3 Objectives of the study

iii. The study found that community-based leadership was moderately effective in addressing the social and economic challenges faced by residents of Oshodi-Isolo Local Government Area between 2019 and 2024, as evidenced by mean scores ranging from 2.34 to 2.85, with youth unemployment reduction through empowerment programmes recording the highest mean of 2.85, above the acceptance benchmark of 2.50. This was further confirmed by the result of the corresponding hypothesis test, which showed an F-calculated value of 112.376, F-critical value of 3.908, and p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis. This implies that community-based leadership significantly contributed to addressing social and economic challenges, although efforts to tackle insecurity and improve social welfare delivery remained inadequate.
iv. The study found that local leaders faced significant challenges in formulating and implementing community development strategies in Oshodi-Isolo Local Government Area between 2019 and 2024, as evidenced by mean scores ranging from 2.44 to 3.13, with inadequate funding recording the highest mean of 3.13, above the acceptance benchmark of 2.50. This was further confirmed by the result of the corresponding hypothesis test, which showed an F-calculated value of 154.223, F-critical value of 3.908, and p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis. This implies that inadequate funding, political interference, limited technical expertise, poor communication, and community resistance significantly hindered the effective implementation of community development strategies.
v. The study found that increased budgetary allocation, leadership training, community sensitization, policy reform, streamlined administrative processes, and inclusive platforms for marginalized groups were accepted as practical strategies for mitigating barriers to community development in Oshodi-Isolo Local Government Area between 2019 and 2024, as evidenced by mean scores ranging from 2.77 to 3.14, all above the acceptance benchmark of 2.50. This implies that improved funding, capacity building, stronger community engagement, reduced political interference, and inclusive participation are important strategies for enhancing leadership performance and community development outcomes in Oshodi-Isolo Local Government Area.

The study found that leadership had a positive impact on community participation in development initiatives in Oshodi-Isolo Local Government Area between 2019 and 2024, as evidenced by mean scores ranging from 2.32 to 3.08, with inclusive participation in community meetings recording the highest mean of 3.08, above the acceptance benchmark of 2.50. This was further confirmed by the result of the corresponding hypothesis test, which showed an F-calculated value of 140.512, F-critical value of 3.908, and p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis. This implies that leadership significantly influenced community participation in development initiatives, although gaps remained in incorporating residents’ feedback and conducting regular consultations before project implementation.
