ABSTRACT

The study examined low-level political participation on democratic consolidation: a study of 2023 general election in Nigeria. Specifically, the study was set to assess the extent of low-level political participation among Nigerian citizens during the 2023 general election, assess the factors contributing to low-level political participation among citizens in the 2023 general election, analyze the implications of low-level political participation on the consolidation of democracy during the 2023 general election,  and identify strategies through which low-level political participation can be enhanced to strengthen Nigeria’s democratic process. By using qualitative design, the study relies on secondary sources of data of empirical studies, governmental publications, and academic articles to provide a detailed description of the phenomenon. To generalize these sources and to derive patterns, trends and theoretical insights about participation and democratization, content analysis was used. The results indicate that low-level involvement undermines institutional legitimacy, undermines civic responsibility and stall out democratic consolidations. Conclusively, the study outlines that enhanced awareness of politics, strengthened trust in the institutions, and processes that allow the citizen to actively contribute towards its functioning are essential to the vigor of democracy in Nigeria. It is suggested that extensive civic-education programs should be developed, open and transparent party organizations need to be fostered, civic responsibility needs to be taught in school curricula, balanced reporting of political processes on the media, and the cooperation between the civil society organizations and the government to eliminate barriers to involvement. These measures are all put together to enhance participation of the citizens and to support the sustainable consolidation of democratic governance.

INTRODUCTION (Preview)

1.1 Background of the Study

Throughout history, societies have advanced through a diversity of regimes, such as monarchies, feudal orders, representative democracies, and participatory republics, supported by a diversity of institutional arrangements. According to political theorists, the stability of a political order does not only depend on legal systems but also on the communal awareness and civic life of the people (Joseph, 2024). Political culture cultivation which is shown in classical Athenian democracy or modern liberal states is subject to the ability of ordinary people to take part in the decision-making process. This sort of involvement at the lowest administrative or socio-community levels is the foundation on which more democratic principles are built and as Omamuyovwi (2023) observes, it is the social fabric, which supports political legitimacy. Here it is that democratic consolidation has one of its deepest roots.

The modern political science interprets the process of democratic consolidation as the one where a democratic regime grows, receiving the resistance to the authoritarian regress and legitimacy (Ogodu, 2022). Such maturation is not merely by means of salty-pussed legislative acts or constitutional revision but by the everyday political activity of citizens. Involvement at low levels of participation, including participation in town halls and grassroots advocacy, is a tool of enforcing democratic norms (Jatula, 2024). This kind of involvement brings political consciousness, develops civic duty and establishes a feedback channel between the governed and the governing. According to Ashindorbe & Danjibo (2022), this loop instills confidence in the institution and prevents the democratic fatigue that might be experienced in transitional regimes.

Moreover, the health of democracy is usually dependent on how deep the political participation is rooted in the socio-cultural life of a country. Citizens who participate in micro-political levels play an active role in the creation of political accountability and legitimacy. According to Enemuwe (2025), localized political action acts as a training opportunity of democratic values, in which citizens are enabled to acquire skills, knowledge and confidence to participate in larger scale. Such casual interactions may prove critical in influencing policy preferences and responsiveness of the leaders. In the long run, the embedded participation assists in the institutionalization of democracy in the lives of the society as it is used as a bedrock of long-term democratic stability (Obiagu et al., 2022).

In general, the nexus between low-level participation in politics and democratic consolidation is a fascinating case study in the case of Nigeria with the upcoming 2023 general election. Since the restoration of civilian rule in 1999, the democratic experience of Nigeria has been marked by both important institutional change and great civic activism. Although politics at the national level are often in the spotlight of public interest, the 2023 electoral cycle demonstrated the power of grassroots mobilization, local advocacy, and local political rhetoric when it comes to influencing the election results (Omamuyovwi, 2023; Jatula, 2024). The election showed that low-level political participation can both inspire democratic participation between elections and contribute to the legitimacy of the institutions and a source of post-election consolidation. The combination of local politics and national democratic stability makes the 2023 general election an important turning point in the history of democracy in Nigeria.

1.2 Statement of the Problem

Democratic consolidation is well recognized as a multidimensional process that depends on institutional stability and citizen participation. In political development research, the low-level political participation has always been noted as one of the most important factors impacting the democratic maturity as the channel between the official system of government and the experiences of ordinary citizens (Ogodu, 2022). As such, academic interest in grassroots political participation is not only academic but also essential to societies that are aiming to strengthen their democracy (Joseph, 2024). This engagement does not just exist during election times but continues to be a part of political interactions that can legitimize the democratic system and lead to participatory governance.

Nigeria, 2023 general election, was an example when a new interest in grassroots political mobilization was observed among the population. The theoretical significance of low-level participation is hardly contested, but there is a lack of research on the precise channels through which it influences the democratic consolidation process (Ashindorbe & Danjibo, 2022). The ideal democracy refers to a situation where the citizens are active and when they become involved at local levels of the country, it contributes to a higher political accountability and robust institutional strength (Omamuyovwi, 2023). However, the modern scene portrays a mismatch between the grassroot interest and the measurable input in the process of entrenching a democratic system in Nigeria, which raises issues of the quality and sustainability of such an involvement.

The existing studies have been largely focused on macro processes in politics like constitutional reforms, independence of the electoral commission, and judicial oversight to the relative neglect of the micro-political realm (Enemuwe, 2025). Such a lack of balance in empirical focus limits understanding about how the day-to-day activities of the people, such as participating in community meetings, engaging in local advocacy, and attending informal forums of decision-making, can be used to entrench democratic institutions (Jatula, 2024). There is generally a lack of a clear demonstration of the relationship between such micro-level engagements and long-term democratic outcomes and often uses assumed rather than proven relationships.

This is even more pronounced when compared with the changing political culture of Nigeria. Whereas anecdotal evidence about the impact of grassroots mobilization during a 2023 general election indicates that such a factor had a tremendous impact on political narratives and political outcomes, there is no systematic study that maps such impact systematically relative to the context of democratic consolidation (Obiagu et al., 2022). This study therefore seeks to fill that gap by providing a structured examination of  low-level political participation on democratic consolidation: a study of 2023 general election.

1.3 Objective Of The Study

The overall aim of this study is to investigate low-level political participation on democratic consolidation: a study of 2023 general election.  Hence, the study will be channeled to the following specific objectives;

1.To assess the extent of low-level political participation among Nigerian citizens during the 2023 general election.

2.To assess the factors contributing to low-level political participation among citizens in the 2023 general election.

3.To analyze the implications of low-level political participation on the consolidation of democracy during the 2023 general election.

4.To identify strategies through which low-level political participation can be enhanced to strengthen Nigeria’s democratic process.
