ABSTRACT
This study was carried out to examine the role of community and parental involvement in effective school management in Enugu North Local Government Area of Enugu State. The study was specifically carried out to examine the influence of parental participation in school decision-making on effective school management in Enugu North Local Government Area, assess the effect of parent-teacher communication on effective school management in Enugu North Local Government Area, determine the influence of community participation in school activities on effective school management in Enugu North Local Government Area, and examine the effect of community support in the provision of school resources on effective school management in Enugu North Local Government Area. The study employed the descriptive survey research design. Hence, the questionnaire was used for data collection, while the data collected were analyzed using frequency tables, mean scores and standard deviation. The hypotheses were tested using Pearson Chi-Square statistical tool at 0.05 level of significance. A total population of 1,248 respondents comprising principals, vice principals, teachers and PTA executives in public secondary schools in Enugu North Local Government Area was used for the study. A sample size of 303 respondents was determined using Taro Yamane formula, while 288 validated copies of the questionnaire were used for analysis through a multi-stage sampling technique involving stratified and convenience sampling methods. From the responses obtained and analyzed, the findings revealed that parental participation in school decision-making has a significant influence on effective school management at χ² = 328.614, df = 286, P = 0.018. The study also showed that parent-teacher communication has a significant effect on effective school management at χ² = 341.287, df = 286, P = 0.011. Likewise, the study further revealed that community participation in school activities has a significant influence on effective school management at χ² = 336.954, df = 286, P = 0.014, while community support in the provision of school resources has a significant effect on effective school management at χ² = 347.621, df = 286, P = 0.009. The study therefore recommends that school administrators should strengthen parental involvement in decision-making processes, maintain effective communication channels with parents, encourage active community participation in school activities, and promote community support in the provision of educational resources to enhance effective school management.

INTRODUCTION (Preview)
1.1 Background to the Study
Education plays a pivotal role in the development of individuals and societies as a medium through which knowledge, values, competencies and cultural norms are passed on from one generation to another. It is considered to be a key driver of socio-economic development, national integration and human capital development. Achievement of the educational objectives, however, is not only a matter of providing educational activities, but also a matter of creating a working organisation to coordinate all the resources and actors. Educational institutions benefit from the relationships between different actors in the wider social context (Haisraeli & Fogiel-Bijaoui, 2021). Similarly, Pusztai et al. (2024) said that schools are more effective in educational outcomes when they are in good relationships with external social networks to support learning and school development. In addition, Mohamedi and Amos (2025) noted that today's education systems are increasingly reliant on collaborative engagement and shared responsibility for sustainability. This puts the focus on education as a social enterprise in which co-operation between different groups of people related to the school system is seen as being the key to success.
Education as a joint social activity emphasizes the importance of school administration in bringing the educational objectives to success. School management is the systematic planning, organizing, coordinating, directing and evaluating of school activities to support effective teaching and learning. Good management of school involves the judicious use of human, financial and material resources to fulfill the objectives of the school and ensure that the school is a favourable setting for learning. Akindipe (2025) reiterated that managing schools effectively was a key factor to ensure the efficiency, accountability and excellence of schools. Likewise, Oyeleke et al., (2025) argued that the quality of interaction among the different stakeholders who contribute to the decision-making processes in a school is vital to the effective operation of school administration. Furthermore, Muhammad et al. (2025) observed that educational institutions are more effective in the management culture that fosters and supports inclusiveness, transparency, and participatory governance. This view puts a focus on the role of school management as a multi-faceted phenomenon that requires the involvement of individuals and groups associated with the education system.
Parents and communities have come to the fore in relation to school administration because of the participatory nature of school management. Parental involvement is defined as the parent's active participation in activities that benefit student learning, school programs, and school improvement and community involvement as the contribution of members of the community including individuals, associations, organizations and leaders to the improvement of the school. From this, Ndwandwe (2023) showed that involvement of parents boosts the relationship between the school and parents, which also promotes understanding and commitment to education. Bentayao et al. (2024) also found that involving the community in the design and implementation of these institutions can boost their effectiveness and promote collective ownership of the school projects and their associated benefits. Communities share a profound role in educational development by providing advocacy, mobilization of resources, advisory services, and engaging in collaborative activities which support school operations, per Etoh (2025). Saulawa (2026) also noted that good collaboration between school, parent and community fosters an environment that supports the development and sustainability of schools. Cooperative interactions thus form part of the modern educational governance and management.
The growing focus on stakeholder involvement in the administration of education has raised questions about the role of parental and community involvement in schools for effective management in the specific local context. Parent and community involvement in school activities have been a major thrust of the educational policies and systems in Nigeria for improving the performance and responsiveness of the schools. According to Okunola et al. (2026), educational systems are more adaptive and effective when local stakeholders participate in the administration and development processes. This observation is significant in Enugu North Local Government Area where there are unique and different social and cultural settings affecting school operations, which consequently affect the relationship between the stakeholders in the school. Mohamedi and Amos (2025) recognized that the nature and extent of community and parent engagement can vary depending on the context of the community and the local education priorities. Given this, the present study is aimed at understanding the role of community and parental involvement in effective school management in Enugu North Local Government Area and aims to provide the context of how collaborative stakeholders' engagement contribute to the administration and functioning of schools in Enugu North Local Government Area.
1.2 Statement of the Problem
School management has been acknowledged as a multi-stakeholder process, in which parents and other members of the host community play an important role. Educational institutions should be conducted in an atmosphere conducive to joint responsibility, accountability and cooperation of all persons associated with the school system. Akindipe (2025) asserts that effective school management is enhanced when stakeholders make meaningful contributions to school development initiatives and decision making. In addition, Ndwandwe (2023) argued that parental and community involvement encourages better relationships between the school and its external environment and improves the effectiveness of the school. For parents and community members, they, too, will be expected to support school programmes, join in on the developmental activities, and help to reach the educational goals in a perfect educational setting. Participation of this kind is believed to be crucial to developing an appropriate learning climate and to a successful operation of the school in terms of the educational needs and administration of learners.
Though parents and community involvement is well known as an important factor, observations of schools reveal that the extent of involvement needed is not always realized. Parental involvement at some schools seems to be minimal and community involvement in school administration and development is sometimes sporadic. This situation is in contrast to the ideal expectation of the schools that they would receive continuing support from stakeholders in the implementation of policies, mobilisation of resources, monitoring of school activities and promotion of standards of education. According to Oyeleke et al. (2025), stakeholder involvement is a key component of the effectiveness and performance of institutions and administration. Similarly, Etoh (2025) added that the collaboration between schools and their communities, which is meaningful, makes a substantial contribution to the development of education. When it is not done well, or in some cases completely, the school management can find itself in a situation where they are unable to fully leverage the resources, support and collective commitment that is needed to ensure a school operates optimally.
Moreover, while some previous studies have focused on some dimensions of school management but not enough empirical study focusing on the influence of community and parental involvement on effective school management in Enugu North Local Government Area has been done. The literature has focused mainly on general education contexts and failed to give enough context on the extent and the nature of the involvement of stakeholders in this field. Mohamedi and Amos (2025) noted that the nature of stakeholder involvement may differ depending on the local situation and education settings. In the same way, Pusztai et al., (2024), highlighted the need for context-specific investigations to make sense of educational relationships and institutional outcomes. The difference in the localized knowledge establishes the uncertainty of the true parents and community's contribution to the administration of schools in Enugu North Local Government Area. This study aims to investigate the involvement of community and parent in effective school management in the area in order to provide evidence that may contribute to better school administration and increased collaboration between stakeholders.

This was further confirmed by the result of the corresponding hypothesis test, which showed a Pearson Chi-Square value of 336.954, 286 degrees of freedom, and a p-value of 0.014 (p < 0.05), leading to the rejection of the null hypothesis. This implies that active community involvement in school events, programmes, and policy implementation promotes collaboration among stakeholders and contributes significantly to effective school management.
iv. The study found that community support in the provision of school resources has a positive effect on effective school management in Enugu North Local Government Area, as evidenced by the range of mean scores of 3.44 to 3.52 and a grand mean of 3.48, which is above the acceptance benchmark of 3.00. This was further confirmed by the result of the corresponding hypothesis test, which showed a Pearson Chi-Square value of 347.621, 286 degrees of freedom, and a p-value of 0.009 (p < 0.05), leading to the rejection of the null hypothesis. This implies that community contributions through instructional materials, financial assistance, infrastructural facilities, and donations help address resource shortages and enhance school administration and the achievement of educational objectives.
