INTRODUCTION (Preview)
1.1 Background to the Study
Education is commonly acknowledged as a fundamental element of society progress and personal growth. Contemporary education systems globally encounter increasing pressures to enhance teacher efficacy and student achievement, often requiring novel administrative and management strategies. Anekwe (2022) contends that personnel management techniques in educational institutions are crucial in determining instructors' work performance, which directly affects the quality of education provided to pupils. The international dialogue on educational administration emphasises the need of organised remuneration, instructional oversight, professional development, and promotion systems to enhance teacher effectiveness (Efe & Samson, 2022).
Personnel management in education include strategic approaches aimed at improving teachers' professional competence, work satisfaction, and motivation. These practices include recruiting, training, development, performance evaluation, and incentive systems designed to address the evolving requirements of educators (Bgiwa & Salisu, 2022). Effective people management worldwide is associated with increased teacher effectiveness, less turnover, and higher student learning results. Research done in secondary schools in Rivers State, Nigeria, indicated that human resource development techniques substantially improved teachers' work performance and dedication (Anekwe, 2022). Research in Delta State indicates a relationship between effective human resource management techniques and enhanced teacher professionalism (Efe & Samson, 2022).
In Nigeria, educational administrators are crucial in executing people management methods that affect teachers' work performance. The regional educational environment is marked by many obstacles, such as insufficient resources, low remuneration, and restricted professional development possibilities (Ayeni, 2022). Effectively managing workers is crucial for enhancing the educational system. Research in Katsina State indicates that staff development training programs significantly improve teachers' work performance, underscoring the need for ongoing professional development activities (Bgiwa & Salisu, 2022). Furthermore, a study by Ali, Tela, & Saleh (2022) in Maiduguri demonstrates the significant influence of teacher quality on student academic achievement, highlighting the need for extensive training and development initiatives.
Compensation is a critical factor affecting teachers' work performance. Proper remuneration not only incentivises educators but also amplifies their dedication and efficiency. A study in Onitsha South Local Government Area identified service conditions, including compensation, as a significant factor influencing teachers' job performance (Enwezor, 2022). In the Adavi Local Government Area, such patterns are evident, since educators' performance is often affected by their perceptions of equity and sufficiency in remuneration. Globally, fair remuneration methods are acknowledged as fundamental to efficient personnel management, ensuring that instructors feel appreciated and driven to achieve in their positions (Efe & Samson, 2022; Ayeni, 2022).
Instructional monitoring is a significant variable being examined. Ayeni (2022) asserts that instructional supervision encompasses the guidance and assistance of educators to improve their teaching methodologies and overall efficacy. Numerous studies have established a correlation between effective instructional supervision and enhanced teacher performance as well as student outcomes. Research in Ondo State underscores the significance of principals' control of instructional time in enhancing academic success (Ayeni, 2022). In the Adavi Local Government Area, instructional supervision serves as a crucial tool used by educational administrators to promote professional development and responsibility among educators. Instructional supervision enhances teaching quality by offering constructive comments and promoting collaborative teaching methods.
Training and development are essential elements of staff management in education. Ayeni (2022) asserts that continual professional development provides educators with the requisite skills and knowledge to adjust to changing educational requirements. Research in Rivers State has shown that tailored training programs significantly improve teachers' work performance and satisfaction (Anekwe, 2022). Research conducted by Bgiwa & Salisu (2022) in Katsina State highlights the significance of professional development in enhancing teachers' competence and confidence. In Adavi Local Government Area, training and development activities are essential for bridging skill gaps and fostering creative teaching techniques, hence enhancing educational results.
Another unavoidable component of human management technique is Promotion. Promotion, as a personnel management approach, strongly improves teachers' motivation and work performance. Ayeni (2022) contends that recognition and progression chances act as potent motivators, motivating instructors to strive for excellence. A research conducted in Abia State indicated that promotion and recognition are significant indicators of teachers' dedication and productivity (Mackenzie & Nwafor, 2022). In the Adavi Local Government Area, merit-based advancement of teachers cultivates a culture of professionalism and responsibility. Effective promotion procedures boost teachers' work satisfaction and contribute to the overall efficiency of the educational system.
The primary focus of this study is the relationship between the personnel management methods of educational administrators and the work performance of teachers in senior secondary schools within the Adavi Local Government Area of Kogi State. This research aims to investigate the impact of factors such as salary, instructional supervision, training and development, and promotion on teachers' effectiveness and the quality of education provided to pupils. Existing literature indicates that effectively executed personnel management practices can mitigate significant issues in the Nigerian education system, including low teacher morale, insufficient professional development, and restricted career advancement opportunities (Efe & Samson, 2022; Bgiwa & Salisu, 2022). This study seeks to identify the particular issues encountered by educators in Adavi Local Government Area to facilitate the creation of focused interventions that enhance teacher effectiveness and, therefore, student results.
1.2 Statement of the Problem
Even while personnel management procedures play a crucial role in determining how well teachers perform on the job, little is known about how they specifically affect senior secondary schools in Kogi State's Adavi Local Government Area. Educators in the area often encounter obstacles like low remuneration, insufficient professional development opportunities, and poor acknowledgement of their contributions. These concerns not only diminish teachers' motivation and work satisfaction but also impede the overall efficacy of the educational system. Research indicates that inadequately executed people management techniques may lead to elevated teacher turnover, diminished morale, and worse student results (Enwezor, 2022; Anekwe, 2022).
Moreover, the absence of continuous instructional oversight in many senior secondary institutions intensifies these issues. Educators often lack essential advice and assistance to enhance their teaching methods, resulting in stagnation in professional development and diminished classroom efficiency. Research demonstrates that effective instructional supervision may markedly increase teaching quality and promote a culture of ongoing improvement (Ayeni, 2022; Egboka & Olisah, 2022). Nevertheless, in Adavi Local Government Area, the execution of such policies is uneven, resulting in several instructors lacking the necessary assistance to thrive.
The lack of comprehensive training and development programs exacerbates the issue. Educators often must adapt to changing educational requirements without sufficient professional development, leading to skill deficiencies and reduced confidence. Research in analogous circumstances has shown the significant influence of specialised training programs on educator efficacy and student achievement (Bgiwa & Salisu, 2022; Ali, Tela, & Saleh, 2022). Rectifying deficiencies in training and development, as well as strengthening remuneration, monitoring, and promotion policies, is crucial for improving teachers' work performance and elevating the quality of education in Adavi Local Government Area. This research aims to investigate the personnel management practices of educational administrators and the job performance of teachers in senior secondary schools within the Adavi Local Government Area of Kogi State.
