ABSTRACT
The aim of this study is focused on the impact of the bank of industry on small-scale enterprises in Ogun State, Nigeria. The study specifically was carried out to evaluate the effect of credit facilities of the Bank of Industry on the performance of small and medium-scale enterprises in Ogun State, examine the effect of business advisory services of the Bank of Industry on the performance of small and medium-scale enterprises in Ogun State, examine the effect of business monitoring of the Bank of Industry on the performance of small and medium-scale enterprises in Ogun State, and evaluate the effect of business training of the Bank of Industry on the performance of small and medium-scale enterprises in Ogun State. The research adopted the survey descriptive design, and with the aid of Taro Yamane, the researcher selected two hundred and twenty-two (222) participants. A self-structured questionnaire was issued to the respondent, from which two hundred and eleven (211) responses were retrieved and validated for the study. The study made use of descriptive analysis, where data from the field survey was analyzed using simple percentages, means, and standard deviations presented in frequencies and tables. While the hypothesis was tested using the multiple regression statistical tool, SPSS v23. The findings of the study reveal that the findings from the analysis show that all four services had a significant positive impact on SME performance. The provision of credit facilities was found to improve business operations by enabling business owners to access funds necessary for expansion and growth. Additionally, business advisory services helped improve decision-making, enhance business strategies, and increase profitability. Business monitoring services were noted to have a significant effect on tracking business progress and resolving operational challenges, while business training programs improved managerial skills and introduced SMEs to new technologies and business practices, leading to enhanced business efficiency. The study highlights the importance of both financial and non-financial support in fostering SME development in Nigeria. It underscores the significant role that institutions like the Bank of Industry play in providing necessary resources and expertise to SMEs, which are crucial to the nation’s economic growth. Therefore, the study recommends that the Bank of Industry continue to improve and expand its credit facilities to SMEs, ensuring that the terms are flexible and accessible to a broader range of business owners. This will help to address financial constraints that limit SME growth and enhance their ability to expand and compete in the market. Thus, business advisory services should be made more personalized and industry-specific. The Bank of Industry should ensure that business advisory sessions are tailored to the unique needs of different sectors, providing practical guidance on strategic planning, financial management, and market expansion.

INTRODUCTION (Preview)
1.1 Background to the Study
Small and medium-scale enterprises are believed to play a critical role in the economic development of nations globally. In addition to their ability to create jobs and stimulate innovations, their contributions to nations Gross Domestic Product (GDP) cannot be overemphasized (Kimaru, 2023). The opportunities inherent in creating an environment that radically encouraged the growth of small and medium-scale enterprises inspire governments across the globe to initiate a series of programs, policies, and strategies to enhance the growth of small and medium-scale enterprises across business and productive sectors of their economies. This is based on the perception that small and medium-scale enterprises constitute essential ingredients in the lubrication and development of any economy (Ningi & Mairiga, 2023).
In many developed nations, more than 95% of all enterprises are within the small and medium-scale enterprises sub-sector (Wang, Walker & Redmond, 2021). For instance, the backbone of the European economy is the small and medium-scale enterprises, which account for about 98 percent of the enterprises in the European Union (Eniola & Entebang, 2023; Wymenga, Spanikova, Barker, Konings & Canton, 2022). Evidence from global trends also revealed that small and medium-scale enterprises accounted for 55% of economic growth in Organisation for Economic Co-operation and Development (OECD) countries (Yusuf & Dansu, 2023) and also 40% and 50% GDP growth in Asia and the USA, respectively (Banji, 2022).
Within the context of developing economies, the Nigerian economy, for instance, has over the years relied heavily on crude oil and gas exports, with little attention given to other non-oil sectors like small and medium-scale enterprises. Regrettably, the developments in the international crude oil market in recent times have further made the economy susceptible to shocks in the oil industry. The major gap in Nigeria's industrial development process in the past years has been attributed to the absence of a strong and viable SME sub-sector (Anochie & Ude, 2022). The prospects for the development of the Nigerian economy now depend on small and medium-scale enterprises. Small and medium-scale enterprises could contribute tremendously to Nigeria's GDP, generate employment, reduce poverty, stimulate innovations, etc.
The Bank of Industry (BOI) has been a key player in enhancing the growth and development of small-scale enterprises in Nigeria by offering a range of supportive services aimed at fostering entrepreneurship and boosting the regional economy. A vital aspect of this support lies in the provision of credit facilities, which enables small-scale businesses to access the necessary funds for expansion, innovation, and operational efficiency. These credit facilities, often provided at lower interest rates compared to commercial banks, help bridge the financial gap that many MSMEs face, particularly in the early stages of their business lifecycle (Bank of Industry, 2022). As such, access to finance becomes a cornerstone in the sustenance and growth of small enterprises. In addition to financial support, BOI complements its credit offerings with robust business advisory services aimed at guiding entrepreneurs through the complexities of business management. These advisory services cover critical aspects such as financial planning, market research, and business strategies, enabling entrepreneurs to make informed decisions and steer their businesses toward long-term success. According to Oni and Afolabi (2022), business advisory services from BOI play a crucial role in helping small business owners overcome managerial challenges and refine their business models for greater efficiency. The availability of tailored advice empowers business owners to mitigate risks and position themselves strategically in the marketplace, which is often a pivotal factor in the survival and growth of MSMEs.
Furthermore, BOI’s commitment to small businesses extends beyond financial and advisory services to include business monitoring initiatives. By monitoring the progress of businesses that receive its support, BOI ensures that the resources provided are used effectively (Anochie & Ude, 2022). This monitoring system enables the bank to track performance and identify potential challenges that businesses might encounter, allowing for timely interventions that help maintain business viability. According to Banji (2022), regular monitoring ensures that entrepreneurs remain on course and benefit maximally from the support extended to them, which is essential for achieving sustainable growth and reducing the risk of business failure. Another critical service provided by BOI is its capacity-building programs through business training. These programs equip entrepreneurs with essential skills and knowledge required to run successful businesses. From financial literacy to advanced management techniques, the training provided by BOI enhances the entrepreneurial acumen of business owners, thereby improving their operational effectiveness. Akingunola (2021) highlighted that these training initiatives have been instrumental in helping businesses enhance their productivity and increase profitability, especially in the context of Ogun State's growing MSME sector. By providing entrepreneurs with the tools to succeed, BOI plays a significant role in addressing unemployment and promoting local economic growth.
However, the support provided by the Bank of Industry, encompassing credit facilities, business advisory services, business monitoring, and training, has had a significant positive impact on small-scale enterprises in Ogun State. The integration of financial assistance with capacity-building measures creates a comprehensive support system that not only aids business survival but also fosters long-term sustainability and growth. Through its various interventions, BOI has been instrumental in shaping a vibrant MSME sector in Nigeria, thereby contributing to the broader economic development of Nigeria (Aliyu 2023).
1.2 Statement of the Problem
The Bank of Industry (BOI) plays a crucial role in the development and sustainability of small-scale enterprises across Nigeria, particularly in Ogun State. With a focus on empowering Micro, Small, and Medium Enterprises (MSMEs), BOI has implemented various initiatives aimed at fostering entrepreneurial growth and contributing to the regional economy. Ningi and Mairiga (2023) state that these initiatives include offering credit facilities, providing business advisory services, conducting business monitoring, and delivering training programs tailored to the needs of small-scale business owners. Through these interventions, BOI seeks to address the challenges faced by small enterprises, such as limited access to finance, inadequate business management skills, and a lack of technical expertise, thereby promoting sustainable business practices and economic resilience (Adebayo, 2020).
In Ogun State, which is an industrial hub in Nigeria, MSMEs form a significant part of the economy, especially within the manufacturing and agro-processing sectors. However, many of these small businesses struggle with access to funding, proper business guidance, and the capacity to scale their operations. BOI’s support mechanisms are particularly essential in this context, as they offer both financial and non-financial assistance aimed at improving business performance and increasing the survival rate of MSMEs(Aroloye, 2021). These efforts not only help businesses meet operational challenges but also contribute to local employment generation and the diversification of the state’s economy (Oluwaseun, 2021). Therefore, the role of BOI in fostering the growth of small-scale enterprises in Ogun State is integral to the overall economic development of the region.
Despite the recognition of BOI’s efforts in supporting MSMEs across Nigeria, limited research has specifically focused on examining the impact of these initiatives within Ogun State. Previous studies have explored the broader effects of BOI’s financial support on MSMEs in various regions (Bashir, 2021; Bello & Can, 2022), but there is a dearth of research that delves into the specific outcomes of BOI’s interventions in Ogun State. Given the unique economic environment of Ogun State, with its high concentration of industrial activities and agro-based businesses, it is important to explore how BOI’s services such as credit facilities, advisory services, business monitoring, and training affect small enterprises in this particular region. There is also a need to understand how these support services interact to create a conducive environment for business growth and sustainability (Adedeji & Agboola, 2022).
This study seeks to fill this gap by conducting a comprehensive analysis of the ways in which BOI’s support mechanisms influence the performance and sustainability of small enterprises in Ogun State. Through this research, the study will examine the effectiveness of credit facilities in addressing financial constraints, the impact of business advisory services on managerial skills, the role of business monitoring in ensuring accountability, and the significance of training programs in enhancing entrepreneurial competencies.
